The Former President's Progressive Alarm Misses Europe's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies represent an existential risk to European civilization. However, this perspective rests on a serious misreading of the situation. The actual challenge facing Europe is not cultural but economic and technological backwardness.

A Glaring Growth Divide Between Europe and the US

The data paint a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. During this period, European income per person fell from over three-quarters to just 50% of the US level. Remarkably, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Today, about 50% of the world’s top fifty technology firms are US-based, while a mere four are from Europe.

The Innovation Deficit: The Core Problem

The growing disparity stems from superior efficiency gains in the US, largely due to technological innovation and better use of resources. The scene of global tech dominance is overwhelmingly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at more than ten billion dollars, versus just 14 in Europe.

This gap prompts a pressing question: As the competition for future industries like AI, semiconductors, and quantum computing, where does the EU positioned? Experts widely concede it is essentially a contest between two involving the US and China, with European nations starting at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile system for financing new ventures. The EU has yet to establish a true unified investment market, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A US startup can launch a product under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population size, is split among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, one can find causes for hope. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Notable analyses on European competitiveness and the internal market highlight the need for sweeping reforms.

With the right policies and rule changes, these assets might enable much higher levels of commercial innovation.

Europe still possesses considerable advantages: skilled human capital, top-tier education systems, and world-class research institutions. Alongside a vast domestic consumer base and substantial household savings, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating next-generation tech, it can still significantly increase economic output by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now stands at a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
